High Ping Help

So I usually never have had this before but recently I keep randomly getting high ping around 500-700 for short 10-15min periods. This usually happens 1-3 times during the day. I have nothing downloading, no extra programs open in the back and I do have decent internet speed. Like I said it didnt use to do this but it is now.

I am supposed to get 60 down and 4 up so I guess my ISP is throttling me but does upload speed affect GMOD?...
